Roskomnadzor-chan
Satirical mascot for Roskomnadzor, Russian federal executive body responsible for media and telecommunications. Main source of Russian Internet censorship (political, pornographic, extremist and pirated content).
The initial design was created by flick-the-thief, the blue pallete is based on the RKN logo. She was created as ironical backlash in response of the hentai ban in Russia in 2016.
She is totalitarian, but not very smart and naive in terms of how the Internet works. Often displayed with a whip, handcuffs and surrounded by troopers.
With every unreasonable Roskomnadzor initiative, the popularity of this character grew among Russian artists, which ultimately led to animation music video with her. She was covered by the mainstream media and is popular among Russian cosplayers.
There is a joke of her love to anal plugs because of the accidental blocking of the IP address 127.0.0.1.
AIBooru is blocked (and isn't avalible without VPN) by Roskomnadzor in Russia, since hentai (especially if it features lolis) was considered child pornography by Russian laws.
Roscomnadzor attempts to block the Telegram messenger service in Spring 2018 resulted in blocking 15.8 million IPs on Amazon and Google's cloud platforms which led to techinical troubles in various network services for the whole country.
