Imply noobai-xl-1.1-epsilon to the main NoobAI tag for better discovery when browsing the noobai-xl tag

We don't tag model versions, following precedent from here: topic #188

If you want to tag model versions that's fine but this would be a massive backlog of modeltags to apply and there's nobody who is going to take responsibility for it.

The bulk update request #657 (forum #3840) has been rejected by @Penance.
